A port of Create Origins for Origins (Forge)

Allows Merlings and other origins using origins:water_breathing to use backtanks and diving helmets to breathe in air.

Also adds 2 new power types and powers: createorigins:goggles and createorigins:girl_power.
Goggles gives you Mechanical Sight, allowing you to see the goggles overlay even when you aren't wearing them.
Girl Power gives you the GIrl Power effect from Create: Estrogen, but permenantly.

Also fixes a bug with origins:fall_immunity not working when under the effects of Estrogen.
