DataPack Auto Download

DPAD is a mod that will let datapack developers automatically specify dependencies that they are using in their pack.mcmeta file, these dependencies are then downloaded when the world loads.

Datapack dependencies will install and function directly.
Mod dependencies will require a restart.
Resource pack dependencies are sent to all clients on join, similar to server resource packs.
