supported_format was added 1.20.2, so it will say it was made for an older version on versions 1.15-1.20.1 since I used the pack format for 1.13-1.14.4 as the primary pack format but it works just the same on those versions as well

This resource pack adds roman numerals to all enchantment levels up to 255
should work for all languages
