No Enderman Block Theft

No Enderman Block Theft stops endermen from picking up and placing blocks.

Endermen can still spawn, move, attack, and behave normally, but they will no longer carry blocks around or change the terrain. This helps protect builds, farms, paths, landscaping, and natural areas from
random block movement.
