[SBW] Drill, baby, drill!

Drill, Baby, Drill! is a small, focused addon for SuperbWarfare that replaces electric vehicle charging with fuel-to-energy conversion.

• Config-based addon
  Anything can be turned into fuel through config as well as balanced with specification of how much energy it provides.

• Supports fuels from other mods
  Anything added by other mods can be used, as long as it is defined in the config.

• No new fuels added
  The mod does not introduce its own fuels — it only converts existing ones into energy.

• Simple, lightweight integration
  Minimal overhead, no tick-heavy logic, safe to add or remove from existing worlds.
