Fixed half block blocking block temperature

Fixed BodyTemperatureAPI not handling bodytemperature reheating correctly when outside the normal comfortable range.

Fixed debug commands able to be used as a non-op. Forgot todo this lol. So now ppl can't just set their body temperature without proper authorization.

Added Is outside API. Also added directional aware for the is outside API. Check wiki to see usage.

Added standardized tooltip handling. This is able to be disabled if you wish. Otherwise leave enabled for cross compat with other mods.
