Well then this Datapack is for you!

This Datapack makes Villages spawn WAY TOO MUCH!

(Bonus tip: make a plains only world to make the entire world a village!)

This Datapack still needs some tweaks, and requires a beefy CPU to handle the world gen smoothly.
