Changes the Netherite set of tools to what is seen in Minecraft: Story Mode. This is based off of the Command Block Sword's model, but for the entire set. See Wiki Article.

Since it changes Netherite, it should be forever compatible for any version past 1.16.

Replaced the **Netherite Upgrade** with the **Command Block Book**, should work with every version as it uses every possible translation key.
