CustomBlockDrops
It's a lightweight spigot-plugin which lets you
configure the drops of all blocks.
There are
plenty configuration possibilities (and more to come):

Grass: #this is a name, it can be named as what ever u want
block_first_id: #id of the block thats mined
block_second_id: #second id like 17:2 it's the 2
block_needed_tool: #needed tool for example a pickaxe
loot_permission: #permission to get this drop
loot_first_id: #like above, but for the drop
loot_second_id: #like above, but for the drop
loot_amount: #amount of dropped items
loot_chance: #chance to drop this
loot_naturaldrop: #if the mined block should be dropped or not
loot_transfer_inventory: #should the loot items
transfered directly to the inventory?
loot_worlds: #worlds where this drop should drop
loot_enchantments: #list of enchantments of the drop
loot_name: #name of the drop
loot_lore: #lore of the drop
You are able to make unlimited CustomBlockDrops.

- GUI to edit blocks ingame
